In , Zimbabwe's white minority owned commercial farms covered nearly half the country's agricultural land. Yet today, the state of Zimbabwe, controlled by the ruling Zimbabwe African National Union—Patriotic Front party, holds titles to almost all formerly white. The removal of constitutional constraints, which accelerated after , was the crucial variable that enabled this transfer of ownership.

Land reform , a purposive change in the way in which agricultural land is held or owned, the methods of cultivation that are employed, or the relation of agriculture to the rest of the economy. Reforms such as these may be proclaimed by a government, by interested groups, or by revolution. The concept of land reform has varied over time according to the range of functions which land itself has performed: as a factor of production, a store of value and wealth, a status symbol, or a source of social and political influence. As the per capita land area declines, the relative value of land rises, and land becomes increasingly a source of conflict among economic and social groups within the community.

DEMOCRACY, CLASS AND GENDER IN LAND REFORM: A ZIMBABWEAN EXAMPLE?

This article explores three such towns—Mvurwi, Chatsworth and Maphisa—examining changes in population, housing, transport and business activity between and Case studies highlight the importance of networks and social relationships between rural and urban areas, linked to new patterns of migration and a massive growth in the informal economy. Despite the lack of state investment in basic infrastructure, the economies of these small towns have grown significantly, with a major shift in agrarian relations generating new economic activity and employment. This suggests the potential of a territorial focus for local economic development following land reform, encompassing both urban and rural areas. With a reconfigured agrarian structure the relationships with urban areas have changed too.
